Passport photos have a fixed size per country: Germany and many EU countries require 35×45 mm, the USA 2×2 in, Canada 50×70 mm. This tool crops an existing photo to exactly the chosen format and outputs it at the correct pixel size - at 300 dpi about 413×531 px for 35×45 mm, at 600 dpi exactly double (826×1062 px).
Pick the country, resolution and a solid background (white, grey or blue - passport photos need a plain background). Optionally tile the result onto a print sheet (4×6 in, 10×15 cm or A4) to print it cheaply at a photo lab. In the editor you drag and zoom the crop freely until head position and size fit - the aspect ratio always stays exactly locked, so it is never distorted. The orientation of phone photos (EXIF) is applied correctly.
Positioning: center the head in the original and leave a little room above the crown. Official rules usually require the head (chin to crown) to fill roughly 70-80% of the image height. Adjust zoom and position in the editor until that fits, then double-check the head height in the result. Everything runs locally in the browser - your photo is not uploaded.
In addition to the country formats there is Japan Rirekisho 30×40 mm - the standard size for the photo on the Japanese resume form (履歴書). Some forms (government and exam portals in particular) also require an exact file size in KB rather than just "as small as possible". The "Target size (KB)" size mode searches for the matching JPG quality automatically via an interval search at the chosen pixel size. If the window genuinely cannot be hit, you get a clear error instead of an artificially padded or upscaled file.

Limitations: IMPORTANT: this tool technically creates the photo in the chosen size and background norm purely from your own image file - it is not an official or government issuing service and not a request to an authority. This only crops to the correct size plus a solid background - it is NOT a biometric or official check. Head size, head position, expression, lighting and acceptance per official rules are your responsibility; the check is up to the authority. The tool deliberately does NOT do real background removal (cutting the person out from the background) - it only fills the empty area with colour. The "Target size (KB)" size mode only searches JPG quality at the fixed chosen pixel size (no padding, no up- or downscaling) - if the requested minimum size cannot be reached even at best quality, the tool shows an honest error instead of a wrong result. Whether the result is accepted by the relevant authority is outside our control.
