In Ukraine, PDFO (personal income tax, Podatok na dokhody fizychnykh osib) is withheld directly from gross pay at a flat 18 percent rate. Since December 2024 it is joined by the military tax surcharge (viys'kovyi zbir), raised from 1.5 to 5 percent - together they take 23 percent off gross pay.
Unlike PDFO and military tax, the unified social contribution (ESV, Yedynyi Sotsialnyi Vnesok, 22 percent) does NOT reduce net pay - it is paid entirely by the employer on top of gross pay, which is why it only shows up as the employer-cost figure. The calculation runs locally in your browser as plain JavaScript, with no upload and nothing stored.
An honest note: this is a model-based estimate using the standard 2026 rates - not tax advice. Not modelled is the "podatkova sotsialna pilga" (a small tax-base reduction available to specific groups below a low income threshold), nor any wartime ad-hoc rate change not yet reflected in this calculator.

Limitations: A model-based estimate using the 2026 standard rates: 18% PDFO, 5% military tax, 22% ESV (employer cost). Not modelled: the "podatkova sotsialna pilga" (special cases below a low income threshold), wartime ad-hoc rate changes. Ukraine only. Not tax advice.
FAQ
Are my inputs uploaded?
No. The calculation runs entirely locally in the browser; nothing is sent or stored.
Why does ESV not affect my net pay?
The unified social contribution is paid entirely by the employer on top of gross pay - it is never deducted from you.
Since when is military tax 5 percent?
Since 1 December 2024 - before that it stood at 1.5 percent since 2015.
Is there a tax-free allowance?
Only the narrow "podatkova sotsialna pilga" for specific groups (e.g. single parents) below a low income threshold - this calculator models the standard rules without those special cases.
