Sometimes "make it smaller" is not the question - an upload portal demands at most 1080p, an old presentation system only handles 720p, or two clips need exactly the same height for a side-by-side edit. This tool answers exactly that question: one specific target resolution, nothing more.
The difference from the sibling tool "Compress video": there you pick a quality tier that jointly affects resolution and bitrate, aiming for the smallest possible file. Here it is the other way round - the quality tier is fixed at "High", only the resolution changes. A smaller file is a side effect, not the goal. Scaling is always DOWN only, never up (upscaling would only look blurrier, never add real detail), and the aspect ratio is always preserved.
Encoding is done by your browser native video encoder through the WebCodecs interface - locally, without loading a codec library from a foreign server and without uploading your video.

Limitations: Only ever scales down, never up. The quality tier is fixed at "High" - anyone wanting the smallest possible file is better served by the sibling tool "Compress video". 2160p and 1080p are hardware-dependent: without a matching hardware encoder, your browser will not even offer them. Needs a modern browser with WebCodecs (recent Chrome, Edge or Safari). Very large files (over 1 GB) are rejected (the browser tab's memory limit while streaming; without that support it is already about 600 MB).
