AMR (Adaptive Multi-Rate) is the voice codec behind the classic GSM mobile network - designed solely for speech at extremely low bitrate, not for music. Older voice-recorder apps, the voice-memo features of some Android phones, and old voicemail exports produce exactly this format.
The tool natively decodes the AMR narrowband/wideband stream with ffmpeg and encodes the result with libmp3lame to MP3 - a format every player, phone and cloud storage opens, while AMR is barely supported outside telephony apps.
Since AMR is designed for speech at very low bitrate (often under 12 kbps), a low MP3 bitrate in mono is entirely sufficient - a high bitrate only produces a larger file with no additional gain in sound. The conversion runs entirely locally in the browser.
